This paper presents the results of the experimental study of the Early College High School (ECHS) model, implementing a universal algebra policy. It examines the impacts on mathematics outcomes for well prepared and under-prepared students in a longitudinal sample of 9th - 11th graders. Qualitative analyses examine mathematics teaching at ECHS.
